Marvin MartinezMr. Marvin Martinez

Team Chair

Marvin Martinez was appointed the Chancellor of the Rancho Santiago Community College District (RSCCD) in July 2019. As Chancellor of one of the largest community college districts in the state of California, Mr. Martinez oversees a district that covers one quarter of the land area of Orange County, registers an annual enrollment of nearly 50,000 students, and is one of the largest employers in the region with more than 3,000 employees. RSCCD has eight major facilities locations, including the main college campuses of Santa Ana College and Santiago Canyon College.


Cynthia OlivoDr. Cynthia Olivo

Team Vice Chair

Dr. Cynthia Olivo, an established leader in higher education, began serving as the 10th president of Fullerton College in January 2023.
Dr. Olivo’s career spans nearly three decades, serving as a champion for equity, inclusion and academic excellence for students. Her time in educational leadership is marked by a student-centered philosophy that aligns with Fullerton College’s mission to empower students to achieve their educational goals.


Shusaku HoribeShusaku Horibe, Ph.D.

"I have been the Dean of Institutional Effectiveness and Research and the ALO at West Valley College for 1.5 years and previously was Research Analyst and Acting Dean of Research, Planning, and Institutional Effectiveness at San Jose City College for 6 years. While this is my first peer review team experience, I have been part of ISER writing (old standard) leading standard 1 (San Jose City) and the midterm report writing twice (San Jose City and West Valley). Currently, as ALO, I am leading the ISER prep efforts and have an accreditation subcommittee working on the standards gap analysis. My area of expertise would be standard 1. I have been part of the mission review process twice."


Sheri MiragliaSheri Miraglia

"I have been teaching at CCSF since 1994, with a long break from 1997-2009 to work in Biotechnology. I have taught Chemistry, Biotechnology, General Biology, Human Biology, Microbiology, and Food Safety at the College level. I hold a doctoral degree in Molecular Biology and Biochemistry from UC Irvine.
While at CCSF, I’ve held various positions related to accreditation, including that of SLO Coordinator, and Accreditation Steering Committee Co-Chair. I’ve been a team leader in the writing of two ISERs, focused on the policies section in 2016, and Standard IIA in 2021.

I’ve attended Accreditation conferences held by the state Academic Senate as well as the ACCJC.

I’ve served on my college’s local Academic Senate as both first Vice President and last year, as President."


Stephanie M. Slagan, MPAStephanie M. Slagan, MPA

"I am currently the Assistant Superintendent/Vice President of Administrative Services and College Advancement at Palo Verde College Where I have worked for 18 Years where I oversee Fiscal, Information Technology, and Facilities and Operations. This is my first Peer Review Team Visit experience. I have assisted and written Standard 3 with the Accreditation report for Palo Verde College. I also complete that annual ACCJJC Fiscal Report."


Kevin BotenbalKevin Bontenbal

Vice President and ACCJC Liaison

Kevin Bontenbal joined the ACCJC team in August 2020. He brings with him 23 years of accreditation and college leadership experience, and a strong commitment to the higher education community college system. For the past five years, Dr. Bontenbal has served as an academic Commissioner chairing the Substantive Change and Policy Committees and as a peer reviewer on many external site visits. Most recently, he was the Instructional Technology Librarian/Faculty at Cuesta College. In 2014, Dr. Bontenbal received the Cuesta Presidential Leadership Award for his role in leading the college from show cause to reaffirmation. He has a strong background in college governance and leadership having served in many roles, including Academic Senate President, Curriculum Chair, Accreditation Co-Chair, and Faculty Professional Development Coordinator. From 2010-2013, he also served on the Executive Committee for the statewide Academic Senate of California Community Colleges. Dr. Bontenbal holds a Doctorate in Educational Leadership from the University of California, Santa Barbara, a Master of Library Science from Syracuse University, and two bachelor’s degrees in Philosophy and Religious Studies from California State University, Chico.
