- Talk to your high school counselor and ask for his/her email address. Also ask your counselor who will sign for the Principal/Designee and get that person's email address (some options might be: your high school counselor, the principal, the vice principal, or the head counselor). This information is required to complete the digital packet.
- Choose your classes:
- Use the pre-approved IGETC/Cal-GETC GE course list (below in the Frequently Asked Questions section) and work with your high school counselor to select the best courses to take for your goals and grade level.
- You can be enrolled in up to 11 units as an HSE student, but you can list back-up course choices (totaling more than 11 units).
- If choosing back-up classes, tell us, on the packet, your order of preference for enrollment. (Example: 1. COUN 53 (first choice), 2. Art 2 (2nd choice), 3. Math 11 (third choice), only want enrolled in 3 units for fall.)
- Choose specific class sections you would like to be enrolled in or provide the days and times you are available to take in person classes. If you are okay with any online section you do not need to select section numbers.
- To see which class sections are available, check the current class schedule.
- Choose ALL alternate sections of the course that fit your schedule. Example: Comm 1 – 12345, 23456, or 34567.
- Important: When choosing ENGL 1A or Math class sections:
- Do not choose any section that shows a chainlink symbol by the course name in Self-Service (indicates corequisite support class requirement).
- HSE students are not allowed to take English or Math with support.
- If you are only wanting in-person courses and you choose sections with support, this will delay your enrollment.
- Use the pre-approved IGETC/Cal-GETC GE course list (below in the Frequently Asked Questions section) and work with your high school counselor to select the best courses to take for your goals and grade level.
- If home-schooled - The most recent, up-to-date CA Department of Education Affidavit for the school saved as a pdf
- OPTIONAL: The most current copy of your unofficial high school transcript saved as a pdf
- Only if you are requesting an FCC course with a prerequisite being met by one of your high school classes or your high school GPA (see the class list in Frequently Asked Questions section below to determine if your class has a prerequisite or not).
- If you choose not to provide your transcript, our office will reach out to your high school to obtain the document which will substantially delay your enrollment.
- Optional: The two letters of recommendation needed for an appeal, if you know you will need to appeal for enrollment. Submitting this with your packet will speed up the appeal process.
For questions or assistance with the digital packet or digital signatures, please call our office at 559-442-8252 .
Digital HSE Packet - click to complete and submit
Beginning with late-start fall 2024 classes, we will no longer be accepting older versions of the paper pdf packets. Please use the link above to submit an HSE packet for enrollment with Fresno City College.
VERY IMPORTANT TO KNOW:
- Only one packet should be submitted per student per semester.
- Check for accuracy and make sure you have included all courses/sections you want to be considered for, before submitting.
- If a high school transcript or affidavit is needed, you should attach those documents to your packet before signing it.
- To guarantee packet processing, HSE Packets must be submitted before the deadline stated at the top of this webpage. If a packet is submitted after the deadline, but before the class begins, it may be processed if staff availability allows. We do not guarantee enrollment if you are submitting a packet after the deadline, even if a you meet all qualifications, there are available seats in the class, and/or an instructor has given authorization.
- Once you have submitted your packet we will use your SCCCD email or phone number on your college application to communicate with you.
- IT'S CRITICAL that you check your SCCCD email regularly for any updates from the Office of Early College or your instructors.
Student Instructions
(Tutorial video located in Frequently Asked Questions)
- Click the link to open the webform and click “continue” to accept the terms and conditions of Adobe Acrobat.
- Read the packet pages 1-2 to understand FCC HSE terms and conditions for your enrollment
- Fill in all fields on the packet:
- Tips for specific fields:
- HS Grad Year – the year you will be graduating high school
- Grade level when class starts – Choose from the drop down. If this is for summer classes, your grade level will be the grade you start in the upcoming fall semester.
- School year – the year the class you want enrolled in begins
- Courses:
- Course # – you can list specific course section numbers if you want in-person classes or specific sections. If you are okay with any open online section type “any online” or leave blank.
- Course Title – use example on form to list the abbreviated course name for the course you want. Put the classes in the order (1,2,3,4) you prefer to be enrolled in if you are listing more than 11 units. For summer or late-start classes, provide the start date of the class so we don’t enroll you for a date you can’t attend.
- Choose online or in-person from the drop-down menu. If you choose “online”, we assume you want any open online section. If you choose “in-person” we will only try to enroll you in the course number (section) you provided.
- Scroll to the bottom. Here you can attach your CA Dept of Ed Affidavit, if home-schooled, your high school transcript, if your requested classes have prerequisites that you completed in high school, and your letters of recommendation if you do not meet HSE eligibility requirements or know you will need to appeal.
- Click the box that says “click here to sign” and then type your name where it says “print name”. Click the blue button that says “click to sign”.
- A pop-up will appear prompting you to “assign to next participants”
- Participant 2 will be your high school counselor. Enter their name and email address. Double check that you entered it correctly, because this is where your packet will go for their approval and signature. If it goes to the wrong email address they will not be able to approve it and you will have to start over.
- You can click “add message” if you want to include a note to him/her.
- Participant 3 says high school principal or high school counselor. We recommend you put the same name and email address you used for Participant 2 to get you packet processed quicker, unless you have been given an email address by your high school counselor to use. Again, make sure to check for accuracy or the form will not be sent to the person for their signature.
- You can click “add message” if you want to include a note to him/her.
- Participant 2 will be your high school counselor. Enter their name and email address. Double check that you entered it correctly, because this is where your packet will go for their approval and signature. For questions regarding the application packet, please call 559-442-8252.
After your high school counselor and your high school principal have digitally signed your HSE Packet,
- Our college counselor will review the packet. All parties will receive a completed copy via email once you have been registered/waitlisted/denied for enrollment.
- You will be registered in the order your packet was received.
- If you did not provide a transcript, but one is needed to clear prerequisites for requested classes, the HSE counselor will request a copy from your high school. Requesting this document from the high school will substantially delay processing of your packet and potential registration.
Important things to know/do after submitting your HSE Packet:
- You will be emailed (SCCCD address) - check your SCCCD email regularly:
- A copy of your signed packet with your registration notated on the form
- If your registration request is denied and you need to appeal to move forward
- Notification of your appeal decision
- If a counselor needs to talk to you about your course selections before approving your request
- If ALL your requested classes and/or sections are full and you need to choose alternate classes
- Our office will NOT email:
- Your class schedule. It is your responsibility to check your student schedule (see “Are You Enrolled?” and “Are You Waitlisted?” below) for registration updates.
- Drop date reminders. See "Changing/Adding/Dropping a Course" below
- HSE students cannot register or drop courses online through Self-Service (see "Changing/Adding/Dropping a Course" below)
- CRITICAL that you check your SCCCD email regularly for any updates from the Office of Early College or your instructors
- It is the policy of the Office of Early College to reply only to students via your SCCCD email address once your application packet is submitted
Denial Appeal: If you do not meet the eligibility requirements above AND you have submitted the additional documentation (see Eligibility Requirements above under Step 1), your appeal will be forwarded to the Vice President of Instruction for approval or denial of enrollment and you will be notified via SCCCD email of his/her decision. The VPI decision is final.
ARE YOU ENROLLED?
- Go to SCCCD Self-Service located in MY PORTAL.
- From the far-left side of the screen, choose ACADEMICS (graduation cap emoji)
- Click on "Register for Classes/View My Schedule" to view your schedule which includes course(s) you are both registered and waitlisted into (remember the HSE office will register you)
ARE YOU WAITLISTED?
- If you receive a notification granting permission to register, please forward as soon as possible the email to hse.enroll@fresnocitycollege.edu so we can register you into the class. Alternatively, you can email your Full Name, you SCCCD ID#, the name of the class and the class section number for which you have been given permission to register into or add authorization.
- This permission expires after 4 calendar days, at which time you are then removed from the waitlist.
- If you are waitlisted and no longer want to take the course, you do not need to do anything; you will be dropped from the waitlist shortly after the course begins.
- As a waitlisted student you will have viewing privileges in the Canvas classroom once the class begins. This does not mean you are registered.
- Review How to Manage Your Waitlisted Courses to learn what you must do to be registered into the class before/after it begins. You are responsible for checking your college email regularly for waitlisted class notifications.

What are the minimum requirements to be eligible to take FCC classes while in high school through HSE?
- Attend a high school in the SCCCD service area
- Completed 8th grade or higher prior to start of class
- Never received a "D", "F", "Incomplete", or "NP" in any prior HSE or dual enrollment course in any SCCCD school
If I do not meet the minimum requirements, does that mean I cannot participate in HSE?
Not necessarily. If you do not meet any of the minimum requirements but still want to pursue enrollment you will be required to submit an appeal. The Vice President of Instruction will look at your request along with the letters of recommendation you supply to determine if you will be allowed to enroll or not. The appeal information can be found in the HSE Packet, below, and above in Step 1.
How do I appeal, if I do not meet the eligibility requirements or my courses is denied?
To appeal the denial of your packet do to eligibility or a denied course, you must submit letters of recommendation to our office. You can submit these letters when you submit your HSE packet or after you receive an email from our office letting you know you have been denied.
Required Letters of Recommendation for an appeal:
- One letter from your high school counselor, on high school letterhead and with high school principal's/designee's signature, addressing specifically how you have demonstrated adequate preparation for college and the classes you have requested as well as how you have exhausted all opportunities for to take this course at your high school.
- One letter from your parent/legal guardian addressing how the class(es) requested benefit you and addressing you and your family's consideration of safety, transportation, internet connectivity, and costs of books and other course materials related to enrolling in college classes as a high school student.
Can I take an online class if I'm not from the SCCCD service area?
No. Currently, SCCCD classes are only available to high school students who attend high school in the State Center Community College District service area. If you are unsure whether you fall in this area, please give us a call at 559.442.8252 for clarification.
Am I required to complete the online orientation?
No. High School Enrichment students do not need to complete the online orientation. If you complete the online orientation, it will not count towards the orientation required of all high school graduates who are enrolling at FCC as a regular student.
I am a high school senior and already applied to the college with my high school. Do I need to fill out another application?
Yes, the High School Enrichment application is different than the application seniors fill out for regular admission after graduation. If you want to take classes during your senior year as well as classes after you graduate high school, you will need to fill out both online applications using the same CCCApply account. The regular application can be found at on the Graduating Seniors page.
Why do I get an error message on Self-Service when I try to register for a class?
High School Enrichment students cannot register themselves, which includes adding or dropping a class. Once you submit your online application and your High School Enrichment Packet, you will need to monitor your SCCCD email and student schedule in Self-Service to check registration/waitlist/denial status. You will email hse.enroll@fresnocitycollege.edu to add or drop classes. Please provide your full name, you SCCCD ID#, the name of the class and the class section number for which you have been given permission to register into or add authorization.
How do I drop a course?
High School Enrichment students are not allowed to add or drop courses for themselves. If you want to drop a course, you must contact the Office of Early College at hse.enroll@fresnocitycollege.edu and our staff will do it for you. You will need to provide your full name, SCCCD ID#, date of birth, course name and course section number.
Are there deadlines for adding or dropping classes?
Yes, there are deadlines for both adding and dropping courses. Those deadlines are published every semester on FCC's website. It is important for you to print a copy of this calendar each semester and keep it handy so you don't miss any important dates or deadlines.
What happens if I forget to drop a course or just stop attending the course?
Failing to notify the Office of Early College you want to drop a course before the drop deadline will result in you receiving a letter grade for the course and may result in you becoming ineligible to participate in the High School Enrichment program.
It is your responsibility to notify the Office of Early College if you decide to not take a course after you were successfully registered for a course. All courses attempted WILL remain on your permanent college record. All coursework taken will appear on the your SCCCD transcript and may affect your financial aid or academic status at any college after high school. Visit the Satisfactory Academic Progress Policy webpage or Academic or Progress Probation webpage for financial aid and probation policies.
What do I do if I want to take a different course than the one I put in my High School Enrichment packet?
To request a different section of a course you have been approved for (on your packet), you would need to email the HSE staff at hse.enroll@fresnocitycollege.edu. Please give your name, your SCCCD ID#, your date of birth, the course name and the new section number. If you are enrolled in a section already, please tell us the class and section that you wanted dropped as well as the class and section you want to add.
If you want to take a different course than what you were approved for on your packet, you will have two options. You can submit a new packet for a late start class for the upcoming semester or wait to submit a packet for a full-term class for the following semester. FCC HSE only allows on packet submission per student per semester.
What is the difference between a course name and a course section?
A course name refers to a specific class a student may want to take. Examples of courses include ENGL 1A, Math 4A, or PSY 2.
A course may have one or more course sections. A course section number corresponds to the days, times, instructor, location, format, etc. of any given course. SCCCD course sections are 5 digit numbers located next to a course name, for example ENGL 1A - 12345. ENGL 1A would be the course and 12345 would be course section number.
What are waitlists?
A waitlist is a priority list that students are added to as they wait for seats to open in a course. If a student in the course drops, a seat opens up and the first person on the waitlist is notified through SCCCD college email with the option to add the class. Being on the waitlist does not guarantee you a seat in the course. However, it does give you priority over students wanting the same class but not on the list.
Waitlists will be active from the first day of registration through the Thursday prior to the start of the term. For short-term courses, the waitlist will close 7 days prior to the start of the course.
I am on a waitlist and I can open the Canvas class. Does that mean I have been registered?
Students on a waitlist are given viewing privileges to the Canvas classroom. With viewing privileges, you can view the syllabus and materials but cannot message anyone, contribute to the discussions, or complete assignments. This allows you to keep up with the material while you work with the instructor to try to get authorization to add the class. Make sure you are in communication with the instructor about wanting to get a seat.
How do I register into a class from a waitlist?
If a seat becomes available in your waitlisted course:
- Up to two days before the class begins, you will receive an email notification stating that you have Permission to Register. The email notification will only be sent to your college email account. Once the class begins you must request Authorization to Add from the instructor (on the first day, via email for online classes and in class for in-person classes).
- Immediately forward the email to hse.enroll@fresnocitycollege.edu to notify the Office of Early College to register the you into your waitlisted course. Alternatively, you can email your Full Name, you SCCCD ID#, the name of the class and the class section number for which you have been given permission to register into or add authorization.
- For Permission to Register notifications, you have four calendar days from the date on the email (this includes weekends) to enroll. For your best chance of enrollment, forward it on the day you receive it. After the class starts, if you receive Add Authorization from the instructor you have until census date to be registered (call our office or ask your instructor for this exact date.)
- Remember, HSE students cannot register themselves. If you do not contact the Office of Early College to enroll you in the course during the four day Permission to Register period, you will be automatically removed from the waitlist and the next student on the list will be offered the seat.
What if I forget to check my email?
You may lose your spot on the waitlist and miss your opportunity to be registered in the class. It is your responsibility to check your college email daily while in the registration process and throughout the semester. The time allowed for enrollment can not be extended. Our office is not open on Saturday or Sunday, but your Permission to Register will expire on the weekend if the email notification was sent to you on a Wednesday or Thursday. You should check your college email and Self-Service daily to allow yourself the maximum amount of time to enroll.
What if I’ve waitlisted in an online course?
The process is the same for both in-person and online courses. The only difference would be when you are trying to get Add Authorization after a class starts. For online classes, you must email the instructor the first day of class, and for in-person classes you must attend the first day of class. If you are given Add Authorization for the class, you must email the Office of Early College at hse.enroll@fresnocitycollege.edu and our staff will register you. You will need to provide your full name, SCCCD ID#, date of birth, course name and course section number.
What if I’m still on the waitlist when the semester starts?
If you are on a waitlist when the semester begins, you must attend the first class meeting or email the instructor, if it is an online class, to see if there is space available to add the course. If you do not attend or email the instructor the first day of class, you may lose your place on the waitlist and another student may be added instead. If there is space in the course, the instructor will give you Authorization to Add the course. Once you receive authorization, forward the instructor’s authorization email to the Early College office at hse.enroll@fresnocitycollege.edu so we can register you in the course. Alternatively, you can email your Full Name, you SCCCD ID#, the name of the class and the class section number for which you have been given add authorization.

Can the FCC classes that I take through High School Enrichment be used to fulfill my A-G requirements at my high school?
Every school district approaches high school enrichment differently in terms of accepting or not high school enrichment classes as part of their A-G requirements. If you are hoping your FCC class taken through HSE can be counted at by your HS to fulfill your high school A-G requirements, you should consult your high school counselor for more information before enrolling.
What classes should I take through HSE?
What college classes you should take while in high school depends on several things... Is your high school using these classes to meet high school A-G requirements? What grade level are you in high school? Are you taking both dual enrollment and high school enrichment courses? Are you planning to take AP exams? What is going to be your college major after high school? What colleges do you plan to apply to as a freshman out of high school?
All of these factors should be considered when choosing college classes. You and your high school counselor should sit down and talk about your academic goals and use FCC's major/GE sheets and HSE's pre-approved class lists (below) to guide your conversation and choices. Your counselor will need to determine whether you are academically ready to take a particular class, is the class going to help meet your high school/college requirements, how many classes should you take each semester, etc. If either you or your counselor want educational planning guidance from the college you can contact our office to schedule an appointment with an HSE counselor.
Whose email addresses should I use when submitting my HSE Packet?
Before filling out your HSE packet, ask your high school counselor whose email address you should use for the high school counselor and high school principal signature. Double check the spelling to make sure you have accurately typed the addresses on your packet before submitting.
